Backport all the changes we made to CI in the tanssi repo so far:

  • Update to checkout v4
  • Update mold
  • Use clippy toml lints
  • Add zepter
  • Add toml-maid
  • Remove redundant build-features job. Now "build" will build with no features and "clippy" will build with features try-runtime and runtime-benchmarks
